José Luis holds a Master’s in Public Policy from Harvard University, a Master’s in Economics from the University of Warwick, and a Bachelor’s in Economics from ITAM. He served as Secretary of Economic Development and Secretary of Public Policy for the State of Hidalgo, as Economist at Banco de México, and as Advisor to the Secretariat of Finance. He also led the Planning Unit of IMSS and collaborated with the OECD and the UK Government.
Founder of MexStrategy, he has directed initiatives totaling over US$14 billion, attracting global companies across manufacturing, energy, and infrastructure. His work has been recognized by the Government of the United Arab Emirates and Oxford Business Group.

José Manuel holds a Bachelor’s in Civil Engineering, an MBA from Tecnológico de Monterrey (ITESM), and a Specialization in Strategy from MIT Sloan. With over two decades of experience, he has directed large-scale projects in industrial development, rail infrastructure, waste management, and industrial real estate, managing a portfolio exceeding US$5.4 billion, with individual projects valued at over US$300 million.
As CEO of PRADERA, he developed a consulting practice focused on venture capital structuring and real estate investment. At MexStrategy, he leads project integration, execution architecture, and the alignment of public and private stakeholders, working alongside organizations such as the OECD on evidence-based regional investment attraction strategies.
